To ensure the Inquiry considers the views and experiences of the Victorian community before, during and after the fires, the Inspector-General will offer communities opportunities contribute.

Under Phase 2 of the Inquiry, views and experiences can be provided by making a submission and completing the community survey. 

As further opportunities for community participation under Phase 2 are confirmed, we will publish details on this website, and promote through our Twitter (External link) our Facebook (External link) accounts, community recovery hubs, and local media outlets.

 

Make a submission

Individuals and organisations are invited to provide submissions, addressing the Inquiry’s Terms of Reference and matters for consideration, through:

Online submissions (External link) can be provided in Arabic, Chinese (simplified), Filipino, Italian, Persian, and Vietnamese, in addition to English.

Submissions relating to Phase 1 of the Inquiry can continue to be provided, however these will inform an addendum to the Phase 2 report.

IGEM is accepting submissions until end-April 2021.

 

Complete the community survey

The survey aims to provide a way for communities affected by the 2019-20 bushfires in Victoria's Gippsland, North East and Alpine regions to describe their experiences of relief and recovery. This information will help inform the Inspector-General for Emergency Management’s Inquiry into the 2019–20 Victorian Fire Season.

The survey is open until 16 November 2020.

Who should do this survey?

This survey provides an opportunity for you to provide specific feedback on different topics that relate to bushfire relief and recovery. Most of the questions will be relevant to people who have been impacted by the fires that burned in the East Gippsland and North East regions of Victoria in 2019-20. 

Impacts include (but are not limited to):

  • needing to seek shelter from the fires because you live, work or were visiting the fire-affected areas
  • experiencing damage or destruction of your home or property
  • having your education, employment or business disrupted because of the fires
  • experiencing damage or destruction in the community where you live or work
  • being affected by the disruptions caused by the fire to services such as power, water, telecommunications and roads 
  • being threatened by fires in the area where you live, work or were visiting
  • experiencing mental health or emotional impacts because of the fires.

If these impacts do not apply to you, but you would like to contribute to the Inquiry because you have been providing support to people impacted by the fires; you have an interest in bushfire preparedness; or you have experiences with past fires, you can provide a submission to the Inquiry. How does the survey work?

You will be able to select from a list of topics to answer questions that are relevant to your experiences. The survey includes a mix of simple multiple choice and open text questions.

Each topic will take approximately 5-10 minutes to complete, depending on how much you choose to write in the open text questions. You can return to the survey as often as you like to answer questions on different topics.

  • survey results will be collated and analysed for trends and themes
  • you will not be named or identified in any reporting of the results

Register for a focus group

IGEM is using focus groups as one way of helping fire-affected communities provide feedback to the Inquiry.

Holding focus groups will help IGEM to find out about topics that specifically relate to bushfire relief and recovery.

Therefore these groups will be relevant to people who have been directly affected by 2019-20 fires in Victoria’s East Gippsland and North East regions.

Each focus group will involve up to 10 people all living, working, or connected to a similar location.

About submissions

To make sure the Inquiry considers the views and experiences of the community before, during and after the fires, the Inspector-General invites individuals and organisations to make submissions addressing the Terms of Reference / 'matters for consideration'.

The Inquiry is being conducted over two phases: Phase 1 - preparedness and response (completed 31 July 2020); Phase 2 - relief and recovery arrangements.

To help inform the Phase 2 report, IGEM is gathering feedback about:

  • the effectiveness of the emergency relief and initial recovery activities (first six months after the fires)
  • the progress and effectiveness of recovery activities in the medium term (12+ months after the fires)

Your experiences

In addition to the Inquiry’s ‘matters for consideration’, IGEM would like to hear from individuals and organisations about: 

  • how the 2019-20 Victorian fires affected you 
  • what worked well in the delivery of emergency relief and recovery activities during the first 6 months
  • what did not work as well as you would have expected or preferred
  • your suggestions for improvement. 

We understand that views and experiences may change over time, and that communities now have the added challenge of the coronavirus emergency (External link) during their bushfire recovery. We encourage individuals and communities to share these impacts during the engagement process. 

The more views and experiences the Inspector-General hears, the more informed he will be to make recommendations that - if implemented - will bring better outcomes for Victorians.
